Superior Court of California, County of Los Angeles (Court) is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court’s 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $855 million. Located in Southern California, Los Angeles County is geographically one of the nation’s largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.

Court employees are considered disaster service workers under California Government Code section 3100 and are needed to deliver the statutorily mandated, time-sensitive and emergency services in times of local, state, and national emergencies. The Court takes its responsibilities for ensuring a safe workplace and providing essential public services to those who are required to come into a courthouse seriously; including its legal and ethical obligations to protect the workforce, justice partners, and the public from COVID-19. The Court has implemented various policies and protocols to protect the health and safety of its employees while delivering statutorily mandated essential services. This includes implementing technology to facilitate remote appearances for court users and expanding telework opportunities for employees.

Incumbents perform complex systems analysis, design, implementation and maintenance of Court systems, programs, and projects. Incumbents coordinate and act as project leaders on unit projects, including performing business process documentation and reengineering, meeting with users to determine user needs and customer requirements, defining project scope, analyzing, and designing system requirements and making recommendations on proposed systems, software, upgrades, modifications, automation, and solutions. Incumbents are expected to exercise sound independent judgment in leading and overseeing the development, modification, enhancement and installation of systems and applications that meet customer business and operational requirements efficiently and cost effectively.

This position is eligible for telework following an initial training period.

To qualify, you must meet one of the following options at the time of filing:

OPTION I: Two years of experience in performing quality assurance automation testing at the level of Business Systems Analyst II* working for the Los Angeles Superior Court or County of Los Angeles.

OPTION II: Graduation from a four-year college or university** -AND- Five years of experience in performing user support, testing and related functions for quality assurance automation testing, at least two of which were at the level of Business Systems Analyst II.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

The ideal candidate will possess the following desirable qualifications:

Experience designing testing strategies and executing testing cycles.

  • Experience soliciting information from subject matter experts about how business applications are used to support operational practices and then codifying the details in test scenarios and scripts.
  • Proficient with one or more programming and/or scripting languages.
  • Proficient with scripting automated tests for web and desktop applications using tools like Automation, LeapWork , UFT (Formerly QTP), and Selenium Tools, etc.
  • Experience using SQL and reading XML to perform white/glass box testing of inputs and outputs used for data exchanges and integrations.
  • Experience producing test result dashboards to help stakeholders evaluate system readiness.
  • Familiarity with Agile and DevOps methodologies.
  • Excellent time management, analytical, and communication skills.

PART I: Qualifying evaluation of education, training and experience based upon submitted application materials and supplemental questionnaire.

PART II: A qualifying training and experience evaluation, covering SQL, Manual Testing, and Automated Testing. Individuals who possess the required experience will be placed on an eligibility list and referred to the hiring manager for consideration.
