Job Description

The Accountant II serves as the subject matter expert for overpayments of revenue for the DSHS Laboratory. Work involves researching, preparing and maintaining all aspects of the overpayments of revenue. Performs account maintenance while recommending ways to improve. Prepares aging reports, accept rejection reports and printing of monthly statements. Assists in manual transaction entry into medical billing system. Assists with collection process. Provides excellent customer service to all customers. Uses discretion and maintains strict confidentially for sensitive information. Performs other duties as assigned. Assists branch as necessary. Work a regular and predictable schedule with the ability to telework.

Essential Job Functions

#1- Overpayments of Revenue- 40%

Review and audit completed records resulting in a credit balance. Determine accuracy of revenue collection records to identify overpayments. Prepare monthly refund vouchers through EDI process for processing. If required EDI data is missing, this position works directly with customer to obtain necessary documentation for legal conformance to prepare for a refund of overpayment. Template, once completed, is placed in a specific electronic folder for EDI upload into CAPPS for warrant generation. After warrant is issued, position maintains a record of overpayments from revenue collected. Prepares periodic analyses of overpayments, reviews the records of overpayments and prepares a report of their findings. Maintains system and controls necessary to provide accurate accounts of overpayments to include random audits of overpayment transactions for accuracy. Serves as subject matter expert for overpayments of revenue, making recommendations for improvements to the accounting process and procedures for overpayments.

#2-Account Maintenance- 15%

This position continuously monitors the unmatched receipts account to match the charge to the payment. For payments not having a charge transaction, this position must retrieve and review back-up documentation and/or contact payer to research the disposition of the charge. Review and audit completed financial records for accuracy ensuring payment belongs to charge. Recommend improvements to processes and procedures for collections. Address research for returned mail which involves account look-up, contacting customer, and contacting program staff to obtain correct mailing address. Codes insurance claims by cross walking insurance claim code number to explanation of benefits. Maintain a working knowledge of federal, state, enterprise, agency and unit policies, processes and procedures, as well as related enterprise training, for privacy requirements when handling data falling into any of the following categories: HIPAA- Health Insurance Portability and Accountability Act, PHI- Protected Health Information, PII- Personally Identifiable Information and SPI- Sensitive Personal Information. Must keep all Billing Branch records, patient information confidential.

#3-Reporting- 15%

Prepare monthly aging report and submit to manager for review and discussion. Prepare insurance acceptance/rejection reports. Print monthly statements.

#4-Transaction Entry- 15%

Assists in manual transaction entry of medical payments, charges and adjustments into medical billing system. Posting batches are audited for accuracy and completeness before submitting for second-level audit.

#5-Customer Service- 10%

Responds to internal and external customer inquiries by returning calls, addressing emails and faxes timely and accurately. Communicates in a friendly and courteous manner with tact. External customer include: Lab and Rabies Biologicals customers.

#6-Other Duties as Assigned-5%

Performs related duties as assigned that include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or continuity of operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities

Knowledge in the use of network environments, internet and software applications (Word, Excel, PowerPoint, Access, electronic medical billing/records system, etc).

Knowledge of agency programs, policies and procedures. Knowledge of office procedures, spelling, punctuation and grammar.

Skill and accuracy in data entry. Skill and accuracy in using 10-key.

Skill in operating a personal computer and office equipment. Skill in using database and Microsoft Office.

Skills in interpreting and applying policies and procedures. Skills in problem solving, planning, and research.

Ability to answer phone calls and routing incoming calls. Ability to communicate effectively with co-workers and clients. Ability to converse effectively and tactfully with co-workers.

Initial Selection Criteria

Registration or Licensure Requirements:

Experience with automated accounting systems.

Experience with Microsoft Office applications including Outlook and Excel.

Graduation from high school or equivalent and one year experience in accounting, banking, bookkeeping, finance, collections, or related field.

Acceptable Substitutions

Thirty semester hours from an accredited college or university, with a minimum of nine hours of accounting may be substituted for one (1) year of required experience.
