Job Description

Program Specialist IV

The CPS Trauma Informed Care Program Specialist reports to the Trauma Informed Care Manager and is a member of the CPS Behavioral Health Services Division. The position is responsible for raising awareness and improving access to services, for children in DFPS conservatorship or remaining in families for services (Family-Based Safety Services), when there is a history of trauma related to child abuse and neglect.

Work involves embedding Trauma and Equity Informed practices within all aspects of regional direct delivery practice. The specialist will work in collaboration with external stakeholders who are a part of the state child welfare system and in coordination with the Supreme Court Children’s Commission’s Statewide Trauma Informed Care Collaborative. Specifically, the specialist will use knowledge of the long term impact of trauma and systemic oppression in assisting DFPS staff and caregivers with information and access to Trauma Informed Care resources that are available to children and families in any stage of service.

This position provides consultation to agency program staff, other governmental agencies, community organizations and the general public associated with trauma and equity informed care resources, information and services.

The position may involve training and technical assistance as well as provide interpretation of policy to DFPS staff and external stakeholders. The position interacts routinely with DFPS regional and state office staff and other state agencies. The position interfaces with external stakeholders, community organizations, judicial systems, children, youth, and families that traditionally interface with CPS.

Essential Job Functions

  • Serves as the primary liaison between the DFPS’s Child Protective Services (CPS) direct delivery regional staff, (CPS) state office staff, service providers and stakeholders to increase Trauma and Equity Informed practices when serving children and families in the Texas child welfare system. 25%
  • Serves as a subject matter expert for Trauma and Equity Informed Care practices. 10%
  • Identify and recommend training and communication needs. Makes public presentations as needed to CPS staff, kinship caregivers, and other appropriate DFPS stakeholders. 20%
  • Provide training and resources to staff on Adverse Childhood Experiences (ACEs), cultural trauma, and race-based trauma and the relation to race equity; and coordinates with Child Placing Agencies to provide Trauma Informed Care training to caregivers and foster parents. 20%
  • Plans, organizes and conducts or facilitates internal and external meetings and work groups for ongoing program operations. 10%
  • Consult and participate in child service planning activities and in identifying needed wraparound services. 5%
  • Provides technical assistance, written guidelines, and interpretation of policies and procedures to agency staff and external stakeholders. 5%
  • Performs other duties as assigned and required to maintain division operations. 5%
  • Promotes and demonstrates appropriate respect for cultural responsiveness among children, families, coworkers, and all work related-contacts.
  • Attends work regularly in accordance with agency leave policy

Knowledge Skills Abilities

Knowledge of state and federal laws and regulations related to the mental health and trauma outcomes for children involved in the Texas child welfare system. Strong verbal and written communication skills. Skill at establishing and maintaining productive working relationships both internally and externally. Ability to present information at training sessions, conferences, or legislative hearings. Ability to apply a critical and analytical approach to problem solving and the ability to prioritize and manage multiple responsibilities. Ability to understand new information effectively and quickly. Knowledge of family dynamics in diverse cultures. Knowledge of systemic factors contributing to disproportionality and disparities in social services.

Initial Selection Criteria

Minimum qualifications section will include education and experience.

  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university.
  • Four years full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience. Acceptable Substitutions:
  • One additional year full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.
  • Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
